The running order will be determined by the host broadcasters in alignment with the EBU reference group, unlike earlier years when the running order has been drawn. This new tactical order promises a better mix of songs, more excitement and to avoid having ballad after ballad. But it also has the effect that there is a pre-judgement, stronger songs will be put on first or last position, while the unpopular #2 is already the worst rank to get. On the other hand there is the semi-final allocation draw, where the semi-final and the first or second half will be drawn. The ESC history taught us that normally it does not matter, which starting position a country is allocated to, when the song is strong and good it could start on any place.
